Puerto Rico — Supporting School Improvement Efforts
The Florida and the Islands Regional Comprehensive Center (FLICC) provides guidance, resources and support to the Puerto Rico Department of Education (PRDE) as it increases its capacity to support the efforts of districts and schools to improve educational opportunities for all children. FLICC provides technical assistance and support, enhanced with resources in 3 major areas of work: Educator Evaluation System, Flex Waiver which includes Title III, Response to Intervention (RTI), Stakeholder Engagement, transitioning to ESSA processes, and Professional Learning Communities officially known as el Modelo Eclectico de Comunidades Profesionales de Aprendizaje (MECPA).
Through the provision of ongoing technical assistance and support in collaboration with the U.S. Department of Education's Office of State Support (OSS), FLICC assists PRDE in:
- needs sensing
- strategic planning
- differentiated resource deployment and
- service delivery
Annual planning forums with the OSS and PRDE's Office of Academic Affairs and Office of Federal Affairs and site visits to Puerto Rico's schools and districts ensure the identification of priority areas requiring resources and support. Jointly developed management plans foster support and accountability, and enable all stakeholders to monitor activities and timelines for effective outcomes that positively impact student achievement.
FLICC collaborates with PRDE to design and conduct intensive training for district and central level teams to build the capacity of professional colleagues and the greater educational community in all FLICC-supported initiatives.
