Puerto Rico — Supporting School Improvement Efforts
The Florida and the Islands Regional Comprehensive Center (FLICC) provides guidance, resources and support to the Puerto Rico Department of Education (PRDE) as it increases its capacity to support the efforts of districts and schools to improve educational opportunities for all children. FLICC has supported PRDE in applying for and securing several School Improvement Grants (SIG). Additionally, FLICC assisted PRDE with designing and implementing many aspects of its grant, including determining the formula to identify the Persistently Low Performing Schools, guiding the district application process, and providing resources for leadership academies.
Through the provision of ongoing technical assistance and support in collaboration with the U.S. Department of Education’s Office of School Turnaround (OST), FLICC assists PRDE in:
- needs sensing
- strategic planning
- differentiated resource deployment
- service delivery
Annual planning forums with the OST and PRDE’s Office of Academic Affairs and Office of Federal Affairs and site visits to Puerto Rico’s schools and districts ensure the identification of priority areas requiring resources and support. Jointly developed management plans foster support and accountability, and enable all stakeholders to monitor activities and timelines.
FLICC collaborates with PRDE to design and conduct intensive training for district teams on the requirements and implementation of SIG and the provision of effective, differentiated service to schools in improvement. Through the train-the-trainer model, participants have increased capacity to improve education, and to build the capacity of professional colleagues and the greater educational community.
