A Voice for Reform
ETS is a leading voice in debates and discussions on education policy in the United States and around the world.
In addition to creating educational products and services, ETS conducts research on issues related to policy ― from access, accountability and equity, to teacher quality and factors outside the school that affect student performance.
Public Opinion and Analysis

Our annual Americans Speak public opinion surveys also help inform policymakers on the views of parents, teachers, school leaders, taxpayers and the public. And our briefing book on the issues provides candidates for public office with objective, detailed updates and analyses on the key issues in education.
ETS President and CEO Kurt Landgraf also examines education policy in his periodic opinion essays published in major newspapers and magazines.
At ETS, we’re leading the effort to achieve both informed public policy and informed educational practice.
