Abstract

This Policy Information Report discusses the test-based reform movement, which relies heavily on the assumption that a national testing system can be designed, administered, and interpreted in ways that would improve the educational process and student performance. This paper explores some of the basic issues in building and using tests for making high-stakes decisions and recommends ways to proceed.
