DIAC Implementation of TOEFL® Test Scores for Student Visa Processing

Following the Ministerial announcement on acceptance of the TOEFL® test for student visa purposes, the Department of Immigration and Citizenship (DIAC) has been considering the training and information needs of onshore and offshore posts which process student visa applications.

DIAC has surveyed its offshore posts to identify the kind of training they wish to receive, with most offshore staff indicating that tailored webinars would best suit their needs. Webinars will be delivered during working hours in relevant time zones by ETS Client Relations staff.

In addition, a brief online manual provides basic information about both the TOEFL iBT® test, delivered via the Internet, and the TOEFL paper-based test (TOEFL PBT), along with local TOEFL iBT and PBT centre locations and test dates.

DIAC has advised students that they must provide their TOEFL registration number and date of birth during the visa process so that DIAC can verify their English proficiency.

While the outcomes of ETS research into the equivalences between TOEFL iBT scores and IELTS® scores are being used for DIAC student visa processing from 5 November 2011, equivalences for TOEFL PBT and IELTS will not change from those currently used by DIAC. This is because ETS has undertaken no research to compare scores of these two tests.

ETS continues to work with the Department of Immigration to ensure a smooth transition for the DIAC offshore staff responsible for student visa processing.
