Anita Sands is a lead policy researcher and author with the ETS Research Institute, Policy Research Area. With more than two decades of published work, her scholarship spans education equity, skills, economic opportunity, racial and economic segregation, concentrated poverty, research methodology, and program evaluation. For over a decade, she managed ETS’s Center for Research on Human Capital and Education while authoring and coauthoring influential policy reports that leverage large-scale assessment data to examine issues of inequality and opportunity in the United States and globally. Her research has been presented at venues ranging from the National Press Club to ETS Research Forums, as well as through invited talks. Before joining ETS, Sands taught in the Department of Sociology at Rider University for more than 15 years, offering courses in power and politics, race and ethnicity, urban studies, social science statistics, and methodology. She also founded and directed a social science research consulting firm for over a decade, conducting projects for public and private clients on racial and economic segregation, poverty, and land-use policy inequities. Sands holds an M.A. in sociology and completed all doctoral coursework and qualifying exams in sociology at Temple University. Drawing on her experience as a teacher, researcher, consultant, and business owner, she brings a collaborative, interdisciplinary approach to her work and a strong commitment to making research accessible and impactful for public policy stakeholders.
