ETS works with the California Department of Education on statewide assessments for its six million K–12 public school students and serves as the designated contractor on the California Assessment of Student Performance and Progress (CAASPP) and the English Language Proficiency Assessments for California (ELPAC).This includes services to develop, deliver and report the CAASPP tests, such as item/test development, psychometric services, technology services to support computer-delivered testing and reporting, printing, distribution, scoring and reporting.
ETS works closely with the U.S. Department of Education, providing technical expertise in psychometrics, assessment design, content development and data analysis. We focus on helping to build capacity for state educational agencies (SEAs) and local educational agencies and schools, and on measuring what students know and can do.

Helping other publishers and test creators measure student learning fairly and effectively is a key part of our work at ETS. We offer solutions in the areas of psychometric services, item development, test design and operational support that provides the actionable data teachers and administrators need.
We develop and administer tests such as the SAT® and the Advanced Placement Program® Exams on behalf of the College Board®, and have teamed up with other assessment providers, including Pearson, NWEA, Cognia, Measurement, Inc. and Cambium for a wide range of services, including:
