Utah Highly Qualified Status for Special Education
All educators must have a bachelor's degree and a Utah Special Education License to meet highly qualified teacher status for special education.
Teachers must then meet the Every Student Succeeds Act (ESSA) core content requirements. See Utah's Highly Qualified Teacher's Framework for more information.
Please note that the Praxis® Subject Assessments, Middle School English Language Arts (5047) and Middle School Mathematics (5169), are substituted here in place of English Language Arts: Content and Analysis (5039) and Mathematics: Content Knowledge (5161), which are taken for most other math and English licensing requirements.
If the subject area in which you are seeking to be highly qualified is not listed in the table below, you can find the appropriate content test listed in the licensure section.
In general, unless it is specifically stated that a calculator is permitted or required for a particular test, calculators may not be used on any Praxis tests (see Calculator Use).
If you test in Utah, your score report will be sent automatically to the Utah State Board of Education. If you test outside of Utah, select the Utah State Board of Education (state code 8375) as a score recipient when you register or on an additional score report request.
Special Education: Consultation and collaboration role
Special Education: Teacher of record of elementary-age Special Education students or exclusively of students assessed under the alternative achievement test
1 To pass the Elementary Education: Multiple Subjects test you must receive a passing score on each subtest. If you wish to take all four subtests (5002, 5003, 5004, 5005) at the same time, select Elementary Education: Multiple Subjects (5001) when registering. If you wish to take or retake an individual subtest, you may register to take just that subtest.
2 To pass the Elementary Education: Multiple Subjects test you must receive a passing score on each subtest. If you wish to take all four subtests (5002, 5003, 5004, 5005) at the same time, select Elementary Education: Multiple Subjects (5001) when registering. If you wish to take or retake an individual subtest, you may register to take just that subtest.

This test meets the testing requirement for Special Education licensure for Utah, but individuals wishing to work as a teacher of record of secondary mathematics need to hold the Mathematics – Special Education endorsement; see http://schools.utah.gov/cert/Endorsements.aspx for more information.
