Yong Luo was a managing senior psychometrician at ETS until September 2022. Prior to joining ETS in 2018, he worked as a psychometrician at Prometric, the American Nurses Credentialing Center, and the National Center for Assessment in Saudi Arabia. While at ETS, he managed and oversaw operational psychometric and statistical analyses and research studies related to the California testing programs including the California Assessment of Student Performance and Progress and the English Language Proficiency Assessments for California.
Luo holds a Ph.D. in measurement, statistics, and evaluation from the University of Maryland, College Park. He has serves as an associate editor of Frontiers in Education | Testing, Assessment and Applied Measurement. His research interests while at ETS included large-scale assessment, fairness in educational testing, and application of Bayesian statistics in educational measurement.
