Katherine Hoyt

Katherine Hoyt is a program manager in the ETS Research Institute. She currently oversees the production and administration of student, teacher, and school questionnaires for the National Assessment of Educational Progress (NAEP), including special studies such as the National Indian Education Study (NIES). She holds a B.A. in English from Rutgers University and an Associate of Arts in Humanities from Brookdale Community College. She is also currently pursuing a Project Management Professional (PMP) certification, expected in 2026.

Katherine joined ETS in 2013 as an administrative professional, providing support to a range of assessment programs such as the Partnership for Assessment of Readiness for College and Careers (PARCC) and other K–12 and higher education testing initiatives. In 2016, she transitioned into an assessment process specialist role; in that capacity, she led process improvements for the SAT and PSAT programs, enhancing efficiency and quality in test development processes. Since 2022, she has served as program manager for NAEP survey questionnaires, ensuring compliance with the Paperwork Reduction Act and driving operational excellence in questionnaire production.
