Abstract
It has set aside $350 million, to go to coalitions of states prepared to develop and implement those tests. It has also made clear its intention to require the states to use the data produced by those tests as important factors in the decisions made about teacher and principal tenure, promotion, compensation, and retention. No one doubts that the implementation of these standards and tests will have a profound effect on instruction and on the professional school workforce in the United States. The question this paper addresses is: What should a testing system for the United States look like?
