Abstract

This issue of ETS Policy Notes (Volume 6, No. 1) looks at U.S. education goals for the year 2000, set at summit of national leaders in September 1989, and compares these goals to what is known about students in 1994. Information about students who would be in the graduating class of 2000 was taken from the 1992 assessment by the National Assessment of Educational Progress (NAEP). The findings indicate that to get anywhere near the achievement goals set for the class of 2000 would require the pursuit of a total learning policy as well as comprehensive instruction and testing policies.
