Abstract

Within the OECD, tertiary education completion rate averages at 70%. However, students that are characteristically different from the traditional student population continue to underperform in many contexts. With increasing need to tap into national human capital for economic viability, the continued under-participation of significant portions of the population cannot be overlooked.
