Abstract
This report offers an overview of the major topics and findings for the third Salzburg Global Seminar, convened October 2012, on higher education. The report is grouped loosely around four broad themes: the added value that tertiary education provides; equity in tertiary education; access to tertiary education; tertiary education policy.The report also offers a list of steps that could be taken internationally, nationally, and institutionally to advance equity in higher education.
