Abstract

The conditions under which a valid estimate of a project effect can be found are outlined, and a proposal for an alternative to the "equi-percentile" growth assumption is advanced for those evaluations where the use of control groups is not feasible. A formula is presented which provides an estimate of project effect from which the regression effect has been removed. This formula can be used when students are selected for the program on the basis of pretest scores.
